NATURE AND SCOPE OF WORK

The Supervisor performs various administrative, supervisory, and skilled tasks in one of many departments throughout the city.  Work generally involves making daily operational decisions, performing maintenance duties, and supervising and directing staff to maintain the quality that meets or exceeds all compliance criteria outlined in the city's operating permits, certificates, bylaws and all applicable provincial and Canadian legislation.

 

The Supervisor ensures the safety and security of staff, facilities, equipment, and the public and takes immediate corrective action to remedy unsafe situations as may arise from time to time, including, where necessary, cessation of work, and decisions regarding unsafe work under the Workers' Compensation Act.  The Supervisor assists in scheduling, supervising, and training department staff, including developing in-service training programs and assisting in developing and implementing related goals and objectives, budgets, policies and procedures.

 

Works varied and flexible hours, including evenings and weekends.

 

SUPERVISION RECEIVED

Works under the supervision of a department manager or designate.  Often works under limited supervision and direction.

SUPERVISION EXERCISED

Supervises assigned departmental staff, volunteers, and students. 

KEY RESPONSIBILITIES

  • Assists in the maintenance scheduling of assigned buildings and equipment and performs a variety of skilled and semi-skilled tasks within the department, including custodial care, building repairs and maintenance, and equipment repairs and maintenance.
  • Assists with the staff scheduling and coordination of shift schedules within assigned areas of

    the department, working alongside staff performing similar duties.

  • Assists with the selection, evaluation, supervision, development and training of staff.
  • Prepares and maintains various records and reports related to the work, including daily attendance records and weekly and monthly reports regarding facilities, programs, services and statistics, which may include using a work order system.
  • Determines, calculates and secures the appropriate materials and supplies for specific

    projects.

  • Arranges and coordinate shutdowns, start-up, and process changes.
  • Assists in developing and implementing related goals, objectives, budgets, policies, and procedures.
  • Inspects services provided by contractors or vendors for compliance with performance

    standards.

  • Assists in projecting needs for equipment, materials and supplies.
  • Assists in preparing specifications, estimates and bids for machinery, equipment and contractor services.
  • Assures that tools and equipment are properly maintained and kept in proper working

    condition.

  • Assists in the preparation and implementation of statistical reports, logbooks, and

    inspection forms and prepares reports as required.

  • Responsible for responding to general inquiries and complaints from the public as necessary.
  • Works within an assigned budget.
  • May serve on various employee or other committees as assigned.
  • Contributes to a positive work environment by modelling a respectful workplace, as per City policy.
  • Complies with the organizational safety program and ensures that all WorkSafe and other legislative safety requirements are met. Reviews all accidents and incidents and recommends changes necessary to ensure a safe environment for all staff and participants. Provides safety orientations to new employees, delivers safety crew talks and tailgate meetings for fieldwork as required.

 REQUIRED QUALIFICATIONS, KNOWLEDGE, ABILITY AND SKILLS

  • Completion of high school education or equivalent
  • Minimum three (3) years of supervisory experience
  • Management Skills for Supervisors Certificate or equivalent course
  • Occupational First Aid Level I
  • Valid Class 5 BC Drivers Licence with a safe driving record
  • May be required to pass and maintain a clear Vulnerable Sector Police Information Check
  • Proficient in Microsoft Office Suite programs as demonstrated through testing (70% pass rate required), in addition to applicable departmental software programs
  • Demonstrated ability in supervision, training and assisting employees with their daily routines; experience in staff scheduling
  • Ability to write clear, concise reports and maintain accurate records
  • Ability to communicate effectively with members of the public, contractors and other departments
  • Competency in the areas of leadership and the ability to work as a team player within the

    department and organization

  • Demonstrated ability to exercise conflict resolution techniques
  • Ability to exercise initiative and good judgement when completing work assignments and exercise proper safety precautions in the performance of the work
  • Skill in the use and care of tools and equipment

ADDITIONAL DEPARTMENT-SPECIFIC REQUIREMENTS

  • Five years experience in road repair and maintenance work coupled with demonstrated skill

     and ability in the areas of equipment operation and maintenance as it pertains to the

     department.

  • Valid Class 3 BC Drivers License with Air Endorsement
  • Ability to set up safe work zone following legislative requirements and exercise considerable care to ensure the safety of operations.
  • Transportation of Dangerous Goods

GENERAL TOOLS AND EQUIPMENT USED

  • General hand tools and power tools as used in horticultural and landscape maintenance tasks;
  • Vehicles and trailers used for transportation of equipment and supplies to and from sites and to load and unload material and equipment;
  • Mobile equipment and other equipment required for landscape, snow/ ice control and maintenance of outdoor recreational activities.
