NATURE OF WORK

 

The Utilities Maintenance Supervisor performs a variety of administrative, supervisory and skilled tasks and assists the Utilities Superintendent in the planning, implementation, evaluation, operation, maintenance and repair of water and wastewater collection and distribution systems. This position is responsible and accountable for the safe and efficient operation of water distribution network, hydrants, valves and sewer collection gravity and force mains. Work typically involves making daily operational decisions, performing maintenance duties, supervising and directing staff in order to maintain quality that meets or exceeds all compliance criteria outlined in City's Operating Permits, Certificates, Bylaws and all applicable Provincial and/or Canadian Legislation.   

 

Ability to work flexible hours, including days, evenings and weekends is required.  May be required to respond to after-hours callouts.

 

SUPERVISION RECEIVED

 

Works under the direct supervision of the Utilities Superintendent.  May report to the Director of Public Works and Utilities for special projects and assignments.

 

SUPERVISION EXERCISED

 

Supervises assigned Public Work staff and contractors working in the department.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

 

Supervises and directs assigned staff on the Utilities Maintenance Team, ensures policies and procedures are adhered to, plans, schedules, assigns, and monitors work, appraises employee performance, identifies and recommends training, and may participate in staff selection.


Visually inspects the collection and distribution systems and all maintenance equipment to ensure proper functioning, troubleshoots control systems, and takes corrective action when required.

 

Compiles data, prepares electronic reports, and completes logs detailing distribution and collection operation, ensuring accurate completion of operational, maintenance, and other records necessary to ensure all approval and process requirements are met.


Arranges and coordinates excavations, sewer mainline flushing and hydrant maintenance.

 

Utilizes and obtains proficiency in a variety of types of computer software and mobile device applications.

 

Performs and coordinates daily, weekly, monthly, and annual maintenance including preventative maintenance on collection and distribution systems and related equipment, while ensuring cleanliness and observing proper lockout and confined space procedures.


Receives, loads, and unloads chemicals, parts, supplies, and responds to emergency
water and sewer issues.


Performs maintenance work as required outside of regular working hours to ensure
24-hour operation of the water and wastewater systems.


Sets up work orders, gives daily direction to staff, maintenance contractors or equipment suppliers when required, and ensures that specific safe work procedures are followed.


Assists in the training of new environmental and equipment operators along with other utility maintenance staff, and ensures by written and verbal communication that administrative and maintenance personnel are kept informed.


Develops, performs, completes and maintains, safety programs, risk assessments, safe work procedures and safety training records and ensures that safe work practices and occupational health and safety guidelines are adhered by staff, contactors and visitors.

 

Organizes and/or attends any required safety training including skills upgrading.


Participates in budget assessment, budget control, and forecasting, and researches completes and/or advises on capital projects.


Monitors and inspects contractors' work, evaluates their performance, and ensures
deficiencies are corrected.


Promotes awareness of environmental and water conservation issues for the general public.

 

Makes recommendations on technical matters to supervisor and operators to optimize
treatment efficiency and effluent quality standards.

 

Maintains and updates databases relative to safety and equipment maintenance including drawings and schematics.

 

Operates a variety of tools and equipment associated with the daily operation and maintenance of the water and wastewater systems.

 

Assists in the development and implementation of related goals and objectives, budgets, policies and procedures. 

 

Assists in the scheduling and training of staff.

 

Serves on various employee or other committees as assigned.

REQUIRED QUALIFICATIONS, LICENSES, CERTIFICATES & REGISTRATIONS

 

  • Seven (7) years of experience in water distribution and wastewater collection installation and maintenance, or an acceptable equivalent combination of education and experience. 

 

  • Minimum of two (2) years’ supervisory experience

 

  • Valid Class III BC Water Distribution Operator Certificate

 

  • Valid Class II BC Wastewater Collection Operator Certificate

 

  • Valid British Columbia Cross Connection Control Certificate
  • Valid Confined Space Entry Certificate

 

  • Valid Ground Disturbance Level 2 Certificate

 

  • Completion of an accredited Supervisory Skills Certification Program

 

  • Valid Class 3 BC Driver’s License with Air Brake Endorsement

 

TOOLS AND EQUIPMENT USED

 

Motor vehicle, generators, pumps, gauges, valves, common hand and power tools, shovels, wrenches, detection devices, mobile radio, phone, calculator, computer and a variety of lab equipment.
