About the Opportunity
The City of Fort St. John is seeking a full-time Program and Services Manager to join our Community Services Department. This position operates on a 35-hour work week and is based in Fort St. John, B.C.
Reporting to the Director of Community Services, the Program and Services Manager is responsible for the planning, implementation, and evaluation of recreational programs, community events, and facility services. The role provides strategic and day-to-day leadership to program and facility staff, ensures effective service delivery, and supports a welcoming and safe environment across multiple city locations.
Key Responsibilities

Lead program and event planning, community engagement, and recreational services delivery.

Supervise, mentor, and support staff, ensuring alignment with Collective Agreement provisions and organizational values.

Collaborate with community partners and internal stakeholders to design and deliver inclusive and responsive programs.

Oversee recruitment, onboarding, scheduling, and performance management of staff, volunteers, and contractors.

Ensure programs and operations meet safety, accessibility, and regulatory standards.

Contribute to strategic planning and develop policies to improve service quality and operational efficiency.

Prepare reports, funding applications, and public communications; represent the City at events and meetings.

Monitor budgets, pursue cost efficiencies, and support grant applications and revenue-generating initiatives.

Champion customer service excellence and foster a respectful and safe workplace culture.

Participate in emergency response planning, and ensure compliance with OHS and WorkSafeBC regulations.

Flexibility to work evenings, weekends, and holidays as required.
About You
To be successful in this role, you will have:

A post-secondary degree in Recreation Management, Sport Administration, Public or Business Administration, or a related field.

At least three (3) years of managerial experience in a similar setting, or five (5) years in a supervisory capacity, preferably in municipal government.

A valid BC Class 5 Driver’s License.

The ability to pass and maintain a Police Information Check (Vulnerable Sector).

Ability to obtain Intermediate Standard First Aid, CPR-C, and AED certification.
Additional qualifications that will support your success:

Strong leadership and interpersonal skills with a demonstrated ability to build and lead effective teams.

Proven experience in developing community-based programs and managing events.

Sound knowledge of public sector operations, customer service best practices, and applicable legislation.

Proficiency in Microsoft Office and facility management or point-of-sale software.

Experience managing budgets, grants, and community partnerships.
