NATURE AND SCOPE OF WORK
The Community Safety Manager (CSM) is a multifaceted role encompassing managerial,
technical and administrative responsibilities. The CSM is accountable for strategically leading
and operationally managing the bylaw services department to deliver on Council and Corporate
priorities through the development of regulatory tools, implementation of projects, and
ensuring compliance on a spectrum of municipal bylaws. The CSM also directs efforts with
internal and external partners toward more coordinated, systems-based, approaches to bylaw
related challenges and opportunities. This position is often involved in managing complex and
sensitive investigations and decisions that are subject of Council, community and media
attention. The CSM will coordinate with external stakeholders to identify gaps in service
delivery and funding streams to assist with increasing societal challenges related to housing,
homelessness, addiction and chronic poverty.
SUPERVISION RECEIVED
Reports to the Director of Public Safety. May act in the capacity of the Director on municipal
Bylaw related matters in their absence. Often works under limited supervision and direction.
SUPERVISION EXERCISED
Provides direct supervision over the departments’ Bylaw Officers and administrative staff.
KEY RESPONSIBILITIES
• Lead, develop, hire, assess, discipline, and meaningfully recognize department employees
• Focus on staff and organizational health, including safety and mental wellness
• Lead or assist with the development of new and/or revision of existing Bylaws and
Operating Guidelines
• Act as a resource for interpreting bylaws and develop strategies to ensure compliance
within the community
• Work with the RCMP to coordinate compliance activities
• Provide advice and guidance to the public and staff on Bylaws and statutes as they relate to
property standards, community safety and standards, and implement proactive
enforcement strategies as appropriate
• Monitor, adapt, and improve internal and external customer service practices to ensure
excellence is achieved
• Liaise with local service providers and stakeholders to address complex societal issues like
homelessness, community safety and substance abuse, offering strategic advice to the City
• Collaborate with community partners to develop proactive measures and initiatives that
enhance public safety and address societal challenges;
• May provide support to the Emergency Operations Centre or Emergency Support Services
program.
• Prepare department budget and long-range forecasts; recommend annual operating and
capital budget; assist in the preparation of grant and joint funding applications for projects
and partnerships
• Oversees and prepares, as required, the issuance and service of formal documentation
related to the City’s Bylaws and Provincial Acts. Represents the City in proceedings and
gives evidence as required
• Responds proactively and reactively to complaints or issues arising from bylaw infractions
and public inquiries on bylaw information
• Negotiates the Animal Control Contract on behalf of the City with the support of the
Director and oversees the negotiated contract for the duration of the term;
• Prepare reports and attend Council, Committee and other internal/external meetings and
special events as required
• Ability to respond to after hour emergencies on a 24/7 basis as required by the City’s
Emergency Plan and associated policies/ procedures, significant weather conditions/
events, requires from emergency services personnel requests or to assist operations on an
on-call basis as required
• Participate as a member of the Public Safety Department’s management team, providing
input on developmental/ divisional planning and strategic initiatives; lead and/ or
participate on project teams, as assigned
• Make recommendations to the Director with respect to municipal Bylaw fees and explains
the fee structure to the public
• Develops and implements policies and procedures, specific to the bylaw function, ensuring
all compliance practices align with local laws, regulations and community needs
• Other duties as may be assigned by the Director of Public Safety
• Contributes to a positive work environment by modelling a respectful workplace, as per City
policy
• Reviews the B.C.G.E.U. Collective Agreement and administers it within the department
accordingly. Provides input and assistance for collective agreement negotiations.
• Complies with the organizational safety program and ensures that all WorkSafe and other
legislative safety requirements are met. Reviews all accidents and incidents and
recommends changes necessary to ensure a safe environment for all staff and participants.
Provides safety orientations to new employees, delivers safety crew talks and tailgate
meetings for fieldwork as required.

REQUIRED QUALIFICATIONS, KNOWLEDGE, ABILITY AND SKILL
• A university degree in a relevant discipline (Criminology, Criminal Justice, Social Work,
Emergency Management, Public/Business Administration)
• Minimum of five years of progressively responsible leadership experience in a municipal,
policing, or social service environment, or an equivalent combination of education,
training, and experience.
• Shall possess strong management and supervisory skills within a unionized environment,
public relations, record keeping, problem solving, report writing, project/ time
management, analytical, communication skills, both oral and written and shall exhibit
excellent interpersonal skills;
• Ability to conduct comprehensive community-based stakeholder engagement and
research as well as write concise, well-written policy reports regarding homelessness,
housing and health/social support service access and systems coordination to support
assessment, access, delivery and monitoring of housing and services to address
homelessness.
• Experience managing or supporting Emergency Support Services (ESS) in British
Columbia
• Experience organizing or chairing a Situation Table, or equivalent designed to support
the marginalized community.
• Computer literacy, utilizing word processing, spreadsheet, presentation and database
software, email and the internet; experience in the use of recognized office software,
including iCompass, Microsoft Office products and CityWorks;
• Knowledge and proficiency in the interpretation and application of various Municipal,
Provincials and Federal statues and bylaws;
• Ability to think and act appropriately in a political and community service environment
and to deal courteously and effectively with elected officials, the general public,
residents, the marginalized community, staff, other departmental, corporate contacts,
businesses and other levels of government;
• Ability to demonstrate integrity, creativity and adaptability in complicated or difficult
situations and in managing conflicting demands from stakeholders;
• Must ensure a high level of confidentiality, integrity and professionalism, along with
superior interpersonal and customer service skills at all times;
• Must possess a valid BC Driver’s License with a minimum of a Class 5 certification in
good standing;
• Must provide an acceptable police reference check;
TOOLS AND EQUIPMENT USED
Computers and software including laptops, tablets and digital cameras; office related
equipment including printers, photocopies, folders, scanners, paper trimmers, laminators,
binding machines, and other office related equipment; communication tools including phones,
mobile devices, and/or two-way radios; measuring tools including measuring tapes, digital
meters or similar; and vehicles.
PHYSICAL DEMANDS
This position may entail lifting, climbing, walking, standing for long periods of time, sitting for
long periods of time, looking at a computer for long periods of time, and lifting and/or moving
items that can weight up to 25 lbs. This position may also entail extended hours of driving and
exposure to natural exterior elements year-round, including extreme hot and cold
temperatures, as experienced in the northern environment.
GENERAL
The Community Safety Manager shall meet the level of satisfactory performance in each of
their responsibilities and annual work objectives/ development plan. The quality of work
expected, shall be based on measurable volume and compared against meaningful standards,
and considering any unusual conditions which affect output. The quality of performance
expected will be based on the frequency of errors, efficient use of resources, excellence of
workmanship, and measured against work objectives and division performance measures.
